Constitutional Amendments
Every Vermont voter decides these 2. Each page says what a yes or no vote does and links to the full text.
INCOMPLETE: the official ballot question and amendment text for both proposals are not shown because we could not check them word for word. Use your sample ballot (Vermont Voter Portal).
- Proposal 3: Right to collectively bargain A right for workers to organize and bargain together, in the constitutionmajority to pass
Biggest change: Puts a worker's right to organize and bargain together into the constitution, so lawmakers could not remove it with an ordinary law.
- Proposal 4: Equal protection Equal protection under the law, written into the constitutionmajority to pass
Biggest change: Lists the traits (including gender identity and gender expression) the state may not use to deny equal treatment.
Both are constitutional amendments passed by the Legislature. Each passes with a majority of the votes cast on it. Source: Governor's proclamations of Proposals 3 and 4 (July 2026) .
