Constitutional Amendments
Every North Carolina voter decides these 3. Each page has the official ballot title word for word, what a yes or no vote does, and links to the full text.
- Photo ID amendment Photo ID for every voter, including by mailmajority to pass
Biggest change: Makes the photo ID requirement for mail-in voting part of the state constitution instead of only a state law, so lawmakers could no longer remove it on their own..
- Income tax cap amendment Cap the state income tax at 3.5%majority to pass
- Property tax limit amendment Limit how fast local property taxes can growmajority to pass
Biggest change: The amendment does not set the limit.
All three were placed on the ballot by the General Assembly and amend the North Carolina Constitution. Each passes with a simple majority of the votes cast on it. Source: State Board of Elections: 2026 statewide referendum choices (PDF) .
