Shall Ballot Issue 5D, unanimously approved by three voters at a special election held on November 4, 2014, be forever repealed and rescinded effective immediately, which ballot issue authorizes Stone Creek Metropolitan District to enter into one or more multiple fiscal year financial obligations evidenced by intergovernmental agreements or contracts to fund regional improvements and to increase ad valorem taxes up to $1 million per year to fund such agreements?
