Proposed Constitutional Amendments

Every Hawaii voter decides these 2. Each page has the official ballot title word for word, what a yes or no vote does, and links to the full text.

Both questions were placed on the ballot by the Legislature and amend the Hawaii Constitution. Each passes only if yes votes beat no votes AND yes votes equal at least half of all ballots cast. Blank and overvoted ballots count in the all-ballots test but not in the yes-versus-no comparison, so a blank is not exactly a no: exactly half of all ballots can be enough if yes beats no (for example 50 yes, 49 no and 1 blank passes, while 50 yes and 50 no fails).
